The NVES Unit Registry
We manage and maintain the NVES Unit Registry, which will be available for registration from September 2025.
It records units held by regulated entities. All units under NVES are issued, transferred and extinguished via the registry.
The first units will be issued when entities receive their interim emissions value (IEV) from February 2026 for the 2025 performance period.
We manage and maintain the unit registry to ensure:
- fair participation
- prevention of misconduct.
To be able to receive, transfer and extinguish units – regulated entities will need to open a registry account. Only regulated entities covered by the NVES can open a registry account.
Opening a Unit Registry account
Apply
From September 2025, entities need to apply to open a registry account. If they want to give someone else access to their registry account, they will need to give them an 'authority to act' in ROVER(Opens in a new tab/window) (making them an authorised user) and ensure they pass a fit and proper person test (FPP) administered by us. Entities can assign more than one authorised user in ROVER.
The FPP test exists to make sure authorised users who engage with the unit registry are capable and responsible of doing so. They are required to sign a declaration proving they have not been involved in any restricted activities.
An entity’s authorised user(s) must pass the FPP test to have their registry account application approved.
Assess
To be eligible to open a registry account, a regulated entity must:
- have entered a covered vehicle on the Register of Approved Vehicles(Opens in a new tab/window) (RAV) from 1 July 2025
- not already have another registry account in the NVES Unit Registry.
The person applying for the entity’s registry account must also pass a FPP test.
Further guidance will be provided in the lead up to the registry going live in September 2025.
Decide
We will decide whether to open a registry account for an entity based on their application.
If the application is not approved, we are required to tell the entity why in writing.
ROVER
ROVER(Opens in a new tab/window) is the administration system for the Road Vehicle Standards Act 2018 (Opens in a new tab/window)(RVSA). It is a single integrated system for all approvals and activities under the RVSA.
