Today we’ve released a new guide to help industry, consumers and the wider Australian public better understand the New Vehicle Efficiency Standard (NVES) and the NVES Regulator.
The NVES, which came into effect on 1 July 2025, is designed to encourage regulated entities such as car manufacturers and suppliers who hold a vehicle type approval to provide more fuel-efficient, low or zero emissions vehicles to Australian consumers – ultimately supporting a more sustainable future for Australia.
Consumers will have more choice of new fuel-efficient, low or zero emission vehicles through the NVES. Over time, these vehicles will also become available in the second-hand market, where 70% of Australians buy their cars. This means a growing number of Australians will have access to cheaper-to-run cars and savings at the petrol pump. As technology improves, these types of vehicles will become even more fuel-efficient and environmentally friendly.
The guide, About the NVES and the NVES Regulator (PDF 19 MB), has been developed with our stakeholders in mind to provide them clear information in an easily consumable and accessible format covering:
- The purpose of the NVES and the NVES Regulator and why they are important.

- Complex topics like performance periods, calculating interim emissions values (IEVs), final emissions values (FEVs), unit issuance and unit trading.

- Key dates and milestones to the implementation of the NVES.
- How to stay up-to-date and engaged with us.
The Assistant Secretary of the NVES Regulator, Ms Karen Najjar, said we are committed to educating and informing all our stakeholders on the work of the NVES Regulator and making sure they understand what role we play in realising a net-zero future by 2050.
